Far-right Republican member of the Arizona House of Representatives, representing District 15. He assumed office on January 9, 2023. His current term ends on January 13, 2025. Carter ran for re-election to the Arizona House of Representatives to represent District 15. He won in the general election on November 8, 2022. The Pinal County Supervisors appointed Carter to the state House on October 27, 2021, to replace Frank Pratt (R), who died in September 2021.

Prohibits a physician from providing irreversible gender reassignment surgery to

    any individual under the age of 18.

    on Female Sports Teams  
 
SB 1165 - Vote to pass a bill that prohibits transgender girls from playing on female athlete teams.
Highlights:
 

Specifies interscholastic, intramural athletics shall designate teams as male, female, or coed.
 

Prohibits anyone of “male sex” from joining female-designated team.
  Prohibits gov’t entities, licensing/accrediting organizations, etc. from entertaining   
    complaints regarding aforementioned prohibition or opening investigations thereinto.
  Establishes private cause of action for students negatively affected by schools in 
    violation of section.

Prohibits an individual from recording law enforcement activity if they do not have the
