Far-right Republican extremist member of the Arizona House of Representatives, representing District 29. He assumed office on January 9, 2023. His current term ends on January 11, 2027. In 2018, he resigned from the Arizona Senate to run in the special election to represent Arizona's 8th Congressional District. Montenegro said he ran for the seat because former congressman Trent Franks (R), whose resignation created the open seat, asked him to do so. He campaigned on support for President Donald Trump's (R) agenda and received endorsements from Ted Cruz (R), Rick Santorum (R), and Joe Arpaio (R). On February 22, five days before the Republican primary, Montenegro admitted to exchanging sexually explicit text messages with a staffer. He finished third in the primary with 23.7% of the vote.  In May 2025, Montenegro's campaign website highlighted his support of gun rights, President Trump's agenda, building a border wall, cutting government spending, and anti-abortion positions. He also mentioned his support for SB 1070, a bill from 2010 that created new immigration-related crimes and broadened the authority of state and local law enforcement to enforce immigration laws, parts of which the Supreme Court struck down in 2012.

"Six Republican lawmakers are pushing legislation to ensure former President Donald Trump can stay on Arizona’s ballot, regardless of claims that he violated the 14th Amendment of the U.S. Constitution. In other states, the case has been made that the 14th Amendment’s insurrection clause disqualifies Trump from running for president or holding public office. The event is being put on by The America Project, a 501(c)(4) created by former Overstock.com CEO Patrick Byrne and disgraced former General Michael Flynn that funds far-right causes. [...] Byrne is listed as one of the speakers at the event, alongside Rep. Steve Montenegro, who is the organization’s national policy director.
