Despite Broad Support For Abortion Access In Their Districts, GOP Lawmakers Push New Restrictions
"When lawmakers returned to the Capitol after voters approved Prop. 139, a handful of Republican representatives introduced six bills and resolutions that sought to curb abortion access or narrow how the new constitutional right could be applied, according to an AZCIR review of legislation proposed in the 2025 session. Reps. Rachel Keshel, Lupe Diaz, Walter Blackman and Alexander Kolodin sponsored the measures, while an amendment from Rep. Neal Carter altered one proposal to explicitly target the Arizona for Abortion Access Act. Three of the six pieces of legislation came from Keshel, R-Tucson, whose southeastern Arizona district backed Prop. 139 by a slightly wider margin than the state as a whole."

AZ Lawmakers Block Birth Certificate Changes For Transgender People
"State lawmakers gave final approval Monday to erase the possibility that transgender Arizonans can ever have their birth certificates amended, a move that one advocate said is tantamount to "genocide at its worst.'' On paper, the 32-27 party-line vote by the House for HB 2438 would repeal an existing provision in Arizona law that says those who have submitted to sexual reassignment surgery are entitled to ask the state health department for a new birth certificate, one that matches their gender. But Rep. Rachel Keshel who crafted the measure acknowledged there's another agenda."

Election Certification Refusals Could Gain Legal Protection Under Arizona GOP Proposal
"Even after winning the presidential election and increasing their majorities in both chambers last fall, President Donald Trump and his GOP devotees in the Arizona Legislature are still preoccupied by conspiracy theories born out of Republican defeats in the 2020 and 2022 elections." [ . . . ] "The measure, sponsored by Rep. Rachel Keshel, R-Tucson, is meant to prevent what happened in Cochise and Mohave counties after the 2022 midterm, when members of both county boards — under intense pressure from GOP talking heads and community members — delayed results certification. State statute requires county boards to certify election results, and the Mohave County Board of Supervisors did so after a delay in protest of how the election was run in Maricopa County."

Arizona GOP Wages Legislative War On Transgender Existence
"On Feb. 19, Republicans in the House voted to approve House Bill 2438, which would ban transgender people who were born in Arizona from amending their birth certificates to reflect their gender identity. The bill’s sponsor, Rep. Rachel Keshel, a Tucson Republican and member of the far-right Arizona Freedom Caucus, claimed that its purpose was only to bring the state’s birth certificate law in line with the U.S. Constitution and to protect “the integrity and accuracy of vital records.” Democrats argued that it was simply another attack on transgender people who just want to live their lives in peace. Within the past week, HB2438 was approved along party lines by the Senate Health and Human Services and Rules committees and will next be headed for a vote from the full chamber."
