Capitol after voters
approved Prop. 139,
a handful of
Republican
representatives
introduced six bills
and resolutions that
sought to curb
abortion access or
narrow how the new
constitutional right
could be applied,
according to an
AZCIR review of
legislation proposed
in the 2025 session.
Reps. Rachel
Keshel,
Lupe Diaz,
Walter Blackman
and
Alexander Kolodin
sponsored the
measures, while an
amendment from Rep.
Neal Carter
altered one proposal
to explicitly target
the Arizona for
Abortion Access Act.

pieces of
legislation came
from Keshel,
R-Tucson, whose
southeastern Arizona
district backed
Prop. 139 by a

vote by the House
for HB 2438 would
repeal an existing
provision in Arizona
law that says those
who have submitted
to sexual
reassignment surgery
are entitled to ask

Republicans in the
House voted to
approve House Bill
2438, which would
ban transgender
people who were born
in Arizona from
amending their birth
certificates to
reflect their gender
identity. The bill’s
sponsor, Rep.
Rachel Keshel, a
Tucson Republican
and member of the
far-right Arizona
Freedom Caucus,
claimed that its
purpose was only to
bring the state’s
birth certificate
law in line with the
U.S. Constitution
and to protect “the
integrity and
accuracy of vital
records.” Democrats
argued that it was
simply another
attack on
transgender people
who just want to
live their lives in

past week, HB2438
was approved along
party lines by the
