-- SUMMATION --

Arizona State Representative Lisa Fink (R-Glendale) has sponsored and advocated for multiple legislative measures that LGBTQIA+ advocacy groups describe as discriminatory or harmful to the community. (ref)

Her legislative record and public positions include the following:

Legislative Sponsorships

  • House Bill 2062 (Arizona Sex-Based Terms Act): Fink sponsored this bill in 2025, which seeks to legally define sex strictly as "male" or "female" based on biological reproductive characteristics. (ref 1) (ref 2) (ref 3)
  • Impact: Critics and advocacy groups like Stonewall Democrats of Arizona state this bill effectively "scrubs" transgender, nonbinary, and intersex individuals from public record.
  • Provisions: The measure would allow state agencies and schools to bar transgender individuals from bathrooms, locker rooms, and sports teams that align with their gender identity.
House Bill 2085 (Gender Transition Prohibitions): In 2026, Fink sponsored this legislation to prohibit health professionals from providing gender transition procedures, including puberty blockers and cross-sex hormones, to minors under 18. (ref)

  • Impact: The bill also bars the use of public funds (such as AHCCCS) or government facilities for these procedures.
Advocacy and Affiliations

  • Protect Arizona Children Coalition (PACC): Fink serves as the president of this organization, which opposes "gender ideology" and comprehensive sexuality education in schools. (ref)
  • Organizational Ties: Media reports have highlighted her connections to Family Watch International, an organization designated as an anti-LGBTQ+ hate group by the Southern Poverty Law Center. (ref)
  • Public Positions: Fink has publicly campaigned on "protecting women's sports from biological males" and defending the rights of women to have sex-segregated restrooms and changing rooms. (ref)
Political Context

Fink’s bills often mirror legislation that was previously vetoed by Governor Katie Hobbs, who has pledged to block any measures she considers anti-LGBTQ+. While Fink describes her measures as "housekeeping" to ensure biological accuracy in state data, Democratic lawmakers and LGBTQ+ advocates argue they contribute to a climate of "hate and violence" against the transgender community.

Arizona State Representative Lisa Fink (R-Glendale) has been involved in several controversies primarily centered on her legislative focus on LGBTQIA+ restrictions, reproductive rights, and education policy.

Abortion and Constitutional Defiance (ref)

  • Defiance of Prop. 139: In March 2026, Fink sparked controversy by publicly stating she would not uphold the Arizona Constitution's guarantee of abortion rights (established by Prop. 139) because it conflicted with her Christian beliefs.
  • "Higher Moral Law" Claim: During a news conference, she argued that "there is a higher moral law that does not change based on votes," a stance that critics labeled as an open defiance of her oath of office.
Education and Mental Health (ref 1) (ref 2) (ref 3)

  • Mental Health Education Repeal: Fink sponsored HB 2093 to repeal a 2021 law requiring mental health and social-emotional learning (SEL) in schools. She claimed SEL was a vehicle for "critical race theory" and gender ideology, though educators warned the repeal could worsen Arizona’s high youth suicide rates.
  • School Indoctrination Claims: She has been a vocal critic of "radical" sex education and has advocated for policies that would allow parents to sue schools over the use of preferred pronouns.
Other Policy Disputes (ref 1) (ref 2)

  • "Medical Freedom" and Vaccines: Fink has introduced legislation to treat mRNA treatments as "bioweapons" and to ban nearly all vaccine requirements in workplaces and schools, clashing with public health experts.
  • Federal Overreach: Her "Make Arizona Sovereign Again" bill package aims to limit federal authority in the state, which some critics have called hypocritical for ignoring federal executive actions that align with her own party's interests.
‘A Higher Moral Law’: Republicans Openly Defy Arizona’s Abortion Amendment And Their Oaths Of Office
"More than 60% of Arizona voters chose to make abortion a right two years ago, but Republican lawmakers continue to push ways to ban it — and they say that ignoring the mandate from their constituents is the right thing to do." [ . . . ] "During a Thursday morning news conference held in partnership with Arizona Right to Life, Republican legislators committed to keep backing and proposing anti-abortion bills, despite the conflict with the state constitution. Surrounded by a crowd of anti-abortion activists holding graphic posters comparing the procedure to murder and rape, Rep. Lisa Fink acknowledged that abortion is now a legal right in Arizona. But the Glendale Republican waved away the idea that Prop. 139 reflects what voters want, claiming that not every law is “just” or should be followed. Fink, who represents a district in which 72% of people voted for Prop. 139, said that she and other Republicans who took an oath to uphold the constitution won’t actually do that if it contradicts their Christian beliefs."

State Rep With Ties To Hate Groups Files Similar Anti-LGBTQ+ Bill That Was Vetoed Last Year
"Newly elected Rep. Lisa Fink (R-Glendale) is president of Protect Arizona Children Coalition, an organization that spreads disinformation about gender identity and sexual orientation since 2019. Protect Arizona Children Coalition’s original website now redirects to a project by Family Watch International, an anti-LGBTQ+ Southern Poverty Law Center-identified hate group based in Gilbert. She was also recommended for state office by Arizona Women of Action’s political action committee. The local organizing group recruits parents to run for school board, and mentors current governing members in anti-LGBTQ+ pseudoscience through monthly virtual meetings since January this past year."

First Amendment Day And The Insincerity Of Rep. Lisa Fink
"Fink claims states should reclaim authority when federal laws stray beyond proper bounds, but what does Fink have to say about troops being dispatched to cities across the country? Apparently nothing. Moreover, Fink and her colleagues have indeed applauded and stood by when Republicans pushed for federal mandates on issues like education standards, immigration enforcement, or reproductive rights, overriding the same state discretion Fink claims to champion. So which is it, Representative? "

Contentious Hearing Ends With Committee Approval Of Transgender Restrictions
"At issue for the committee was House Bill 2062, sponsored by Rep. Lisa Fink, R-Glendale, which would allow schools and other state agencies to bar trans people from using bathrooms or locker rooms that align with their gender identity. Trans Arizonans would also be banned from joining athletic teams or living in domestic violence shelters that reflect their identities."

Some LGBTQ+ Arizonans Are Avoiding The State Capitol For Safety
"Republican Rep. Lisa Fink — a new lawmaker with ties to Christian nationalists — created a bill requiring the state to identify every person as either male or female while creating distinct, separate spaces for both genders in places like locker rooms and domestic violence shelters."

Continued State-Level Attacks On LGBTQ+ Arizonans Fall In Line With Trump’s Executive Orders
"Glendale Republican Rep. Lisa Fink’s House Bill 2062, called the “Arizona Sex-Based Terms Act,” mirrors the president’s misinformation on the subjects of gender and sex. If signed into law, Fink’s bill would require that sex be defined as only “male” or “female,” prohibits governmental recognition of gender identity, and scrubs the existence of transgender, nonbinary, or intersex Arizonans from public record."

Chemtrail Believers Sway GOP Lawmakers To Support Geoengineering Ban
"“Whether you know it or not, your body is part of their laboratory,” Crystal Hansen told the committee claiming that the vapor trails left behind by airliners are “not condensation,” citing a website that has posted altered videos and photos as “evidence” of the conspiracy. The geography of the Phoenix metropolitan area, where many of those who spoke in favor of Fink’s House Bill 2056 said they reside, plays a role in those long-hanging contrails that many see as “proof” of a larger conspiracy. The region sits basically in a bowl surrounded by mountains, with an inversion above that bowl that traps the air below it."
